1. Notice of Scoping for Connecticut State Police Training Facility

Project Description: The Department of Emergency Services and Public Protection (DESPP), Division of State Police is proposing to relocate its existing Firearms Training Facility and Program, currently located on Nod Road in Simsbury, to a 110± site at 100 and 101 Lee Road in Griswold, CT.

The size and configuration of the existing training facility does not allow for all aspects of the Connecticut State Police’s (CSP’s) needed training and the site configuration results in the rifle range being located behind the pistol range, preventing simultaneous use of the ranges due to safety concerns.  The existing training facility is also within a floodplain and has suffered repeated damages from flooding that have led to deteriorated conditions resulting in permanent loss of an onsite classroom building and permanent sanitary facilities, damages to equipment, and repeated interruptions that impact training schedules and overall operations.

The proposed project would provide DESPP with a new facility in Griswold that allows the DESPP to meet the current and future needs of the agency and to maintain and improve the CSP Firearms Training Program.  Other state and federal law enforcement agencies with whom the State Police partners would also periodically utilize the facility.

At this preliminary planning stage, four (4) layout alternatives have been proposed, showing potential full buildout layouts for the facility.  The proposed project construction may be phased based on prioritization of needs and available state funding.  The estimated maximum acreage needed for the main project elements is approximately 30 acres.  This acreage does not include auxiliary infrastructure improvements that may be necessary for the project.

Each alternative includes the following major elements:

A multipurpose training building (or series of structures) of up to a total of 55,000 gross square feet (GSF), which would include space for classrooms, a firearms simulator, and open area training room, gun cleaning and smithing, file storage, offices, vault space, ammunition storage, kitchenette and dining, reloading, target storage, bathrooms with showers and lockers, and garage space,

• Range control tower(s),

• Two (2) pistol ranges,

• One (1) rifle range,

• One (1) rifle/shotgun range,

• Sim Training and Live Fire Shoot House and a facility for low light training,

• Approximately 125 parking spaces,

• Site access improvements, and

• Well, septic system, telecom, and electrical utilities.

1. Post-Scoping Notice for the Proposed Disposition of the University of Connecticut Greater Hartford Campus

Municipality where project will be located: West Hartford

CEPA Determination: 

The University of Connecticut has determined that an Environmental Impact Evaluation (EIE) is not required at this time.  Depending on the ultimate disposition of the campus, a new CEPA process may or may not be required.

On June 17, 2014 the University of Connecticut published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor. At the time of the scoping notice, the actual proposed disposition for the Greater Hartford (i.e., West Hartford) campus had not yet been determined and several alternatives were being contemplated. Click here to see a summary of comments received during the scoping period are attached.

The Town of West Hartford entered into a Purchase and Sale Agreement with the University of Connecticut effective July 14, 2016 to purchase the campus.  The closing was anticipated to be on or about October 1, 2017.   After UConn granted the Town seven extensions, on December 13, 2017 the Town notified UConn that the Town was cancelling the Agreement.

During 2018 UConn has been seeking to sell the property to a private buyer.  The final disposition of the campus remains undetermined. 

Given the amount of time that has passed since the publication of the scoping notice in June 2014 and given that the long-term disposition remains undetermined, the University of Connecticut has taken what it considers to be appropriate steps to stabilize and secure the campus buildings and grounds while it continues to pursue other sale or reuse options.

With this notice, the University closes the CEPA process initiated in June 2014.

2. Post-Scoping Notice for Replacement and Improvements of the East Avenue Bridge

Municipality where project will be located: Norwalk

CEPA Determination:  On September 19, 2017 the Connecticut Department of Transportation published a Notice of Scoping to solicit public comments for this project in the Environmental Monitor.  The Connecticut Department of Energy and Environmental Protection was the only regulatory agency to submit comments.  No comments were submitted by the general public. The Connecticut Department of Transportation has taken the comments received into consideration and has concluded that the project does not require the preparation of Environmental Impact Evaluation under CEPA.

The agency's conclusion is documented in a Memo of Findings and Determination and an Environmental Assessment Checklist.

1. EIE Notice for Coastal Wastewater Management Project. Town of Old Lyme (Sound View Beach Association and Miscellaneous Town Area B)

Project Description:

The Town of Old Lyme (Old Lyme) retained an independent engineering firm to perform detailed evaluations of local and regional wastewater management alternatives for Sound View Beach Association and Miscellaneous Town Area B (MTA-B). Old Lyme and three chartered beach communities, including Miami Beach Association (MBA), Old Colony Beach Club Association (OCBCA) and Old Lyme Shores Beach Association (OLSBA) have expressed a desire to implement a coordinated solution to address the wastewater management needs identified in this area of Old Lyme.

The engineering evaluation identified a gravity sewer system as the most cost effective and technically feasible solution to address wastewater management needs within Sound View and MTA-B on a long term basis. Wastewater from these two areas would be collected via gravity pipes and conveyed to a shared pump station and force main. It is currently envisioned that the centralized pump station will be located within Sound View. This pump station would be shared by the Town of Old Lyme and chartered beach associations. From the shared pump station, the wastewater flows from Sound View, MTA-B and chartered beach associations would be transported via a force main pipe through the Towns of East Lyme and Waterford for final treatment at the New London Water Pollution Control Facility. 

The engineering evaluation recommended performing additional groundwater monitoring within the Hawks Nest Beach Community.  The additional groundwater monitoring program will allow the Town to more accurately define groundwater quality conditions and wastewater management needs within this community.  It is anticipated that the additional monitoring program will be implemented during the course of two years, starting in 2018.  The results of the additional groundwater monitoring program will be used to generate a wastewater management recommendation for this beach community.

This CEPA process started with the issuance of a Scoping Notice that was published in the Environmental Monitor available on the Council on Environmental Quality’s website on July 22, 2014 for the Beach Associations, as well as for the Town Sub-Areas.
