The lists can be viewed in excel, comma separated value (csv) and text formats.

All asbestos abatement contractors and asbestos consultants must be licensed by the Department of Public Health. The Environmental Practitioner Licensure Unit is responsible for issuing asbestos-related licenses and certifications.

DPH licenses four types of asbestos consultants. Each license type limits the consultant’s scope of services related to asbestos consultation.

The Regulations of Connecticut State Agencies (RCSA) “Licensure and Training for Persons Engaged in Asbestos Abatement and Consultation Services” defines the scope of work allowed under each license type.

Each discipline or license type requires individuals to be accredited by an approved training provider and to maintain accreditation while licensed and practicing in their discipline. No licensed individual may work with an expired accreditation certificate, even if the license is still active.
The four consultant disciplines include:
- Inspector: a licensed asbestos consultant who is certified as an inspector identifies, assesses the condition of, or collects bulk of suspected asbestos-containing material. An inspector should be contacted when a pre-renovation inspection or pre-demolition inspection is required.
- Management planner: a licensed asbestos consultant who is certified as a management planner uses data gathered by asbestos inspectors to assess asbestos hazards, determine responses most suitable for managing asbestos in buildings and develops implementation plans. Management planners are also accredited as Inspectors. A management planner only needs one license to inspect and perform the duties as Inspector/Management Planner.
- Project designer: a licensed asbestos consultant who is certified as a project designer determines how asbestos abatement work shall be conducted and prepares the plans, designs, procedures, scope of work or other substantive direction or criteria for abatement projects. A licensed project designer is required for all asbestos “response actions” in schools except for spot repairs as defined in RCSA Standards for Asbestos Abatement regulation.
- Project Monitor: a licensed asbestos consultant certified as a project monitor functions as an on-site representative of the facility owner or other persons by over-seeing the activities of the asbestos abatement contractor. A licensed project monitor conducts post abatement re-occupancy clearance inspections and final air clearance testing following every abatement project. A project monitor collects area sampling and oversees segregation of waste in demolitions where no inspection has been made to structural integrity and danger of collapse.
Asbestos abatement work involving more than 3 linear or 3 square feet must be conducted by a licensed asbestos contractor using certified asbestos contractor/supervisors and asbestos workers. The “Definitions” in RCSA 19a-332a-1 for “asbestos abatement” and “asbestos abatement project” further exempt removal of cement pipe by employees of a water company, and asbestos materials found exterior to a facility that are presently considered nonfriable and will remain nonfriable during abatement.
- Asbestos Contractor: a person engaged in asbestos abatement whose employees perform asbestos abatement work and who has been issued a license by the Commissioner.
- Certified Asbestos Supervisor: a certified individual who supervises abatement projects. A supervisor must be onsite at abatement projects that are federally regulated under both the Clean Air Act, asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP) regulation and the Toxic Substances Control Act (TCSA), Title 2, 40 CFR Part 763, “Asbestos Containing Materials in Schools” rule. The supervisor may serve as the NESHAP competent person, provided that individual is trained under the provisions of 40 CFR, Part 61, Subpart M.
- Certified Asbestos Worker: A certified individual who performs all phases of asbestos abatement, from establishing the regulated area with tape, barriers and signs, to final cleaning prior to re-occupancy testing. Licenses are renewed each year in the birth month of the consultant, supervisor and worker. Contractor licenses are renewed each year in the month of issuance. CT General Statutes Section 19a-88 and 19a-89 address licensure requirements and responsibilities of the certificate and/or license holder, including notifying DPH within 30 days of a change in address.
