State Police Investigate Suspicious Incident

On 10/18/2011 at approximately 7:20 AM, five Middle School aged children were at the bus stop waiting for the school bus at the intersection of Centre St. and Clark St. in Mansfield, Ct. 

While waiting for the bus, a red older model SUV- type vehicle drove up to the children at the bus stop. The driver of the vehicle, described as an Asian male, mid 20’s in age with black hair told the children he was their new bus driver and to get in the vehicle. The driver and passenger of the vehicle laughed and slowly pulled away. The vehicle was described as a red older large SUV type vehicle with tinted windows.

The children got on the school bus and reported the incident to the bus driver. Troopers from Troop C, the Mansfield Resident Trooper’s Office, and detectives from the State Police Major Crime Squad were sent to the area of the incident and the Mansfield Middle School to conduct a criminal investigation. As Troopers and detectives were interviewing witnesses, and conducting the investigation, a Detective located a suspect vehicle and the suspects an Asian male and white female passenger. The suspect vehicle was located on Clover Mill Rd near Rt.195. The vehicle was stopped, field interviews were conducted, and both occupants of the vehicle were placed under arrest.

They were transported to Troop-C in Tolland where they were processed and released on bond.

Ruslin Hsia age 21 of 745 Farmington Ave 3V West Hartford, Ct. and Clare Ann Dzilenski age 18 of 1069 Old Turnpike Road Plantsville, Ct. Both were charged with Breach of Peace. They were processed and released on a $1000.00 non-surety bond for court at GA19 Rockville on October 31, 2011.
