                        STATE POLICE CONDUCT USE OF FORCE INVESTIGATION

   On 01/09/09, shortly after 1:00 a.m., a local police regional narcotics team known as the East Central Narcotics Task Force and made up of South Windsor, Manchester and Glastonbury Officers were conducting a narcotics investigation in Glastonbury. 

   This investigation led narcotics investigators to the parking lot of the Hilton Garden Hotel located at 85 Glastonbury Blvd inGlastonbury where these narcotics detectives encountered a suspect vehicle that contained two people. The two occupants were ordered from the vehicle; as the passenger exited he collapsed to the ground.  It was determined that the suspect was suffering from a head injury. Emergency care was provided and the suspect, who is identified as RAFAEL MORALES, DOB 1/14/58, of Hartford, was transported via ambulance to Hartford Hospital where he is reported to be in serious condition.

   The Connecticut State Police Central District Major Crime Squad was requested by the State’s Attorney to respond to the Glastonbury scene to conduct an investigation into this incident.  State Police Detectives are on scene and will process the scene, collectingall physical and forensic evidence. Troopers will also seek witnesses, conduct interviews and examine all information in this case.
