            STATE POLICE MAKE ARREST IN ATTEMPTED KIDNAPPING

   On Saturday, August 11, 2007, at approximately 2:42 p.m. a 15-year-old female was jogging on North Lake Street in Litchfield when she was approached by a white male driving a silver-colored Ford Pickup Truck with a Black Labrador retriever inside.

   The white male who was later identified as Chance, Noel, DOB 04/10/71, of 160 Deming Road, Litchfield, drove past the 15-year-old jogger several times before he asked her to get in his truck.  The female declined and continued jogging.  The accused stopped the pickup truck in the road and began to run after her.  The 15 year-old jogger started to scream, and fell in the grass face down.

   The accused Chance attempted to pull the victim up and attempted to touch her inappropriately. The victim began to scream louder.  The accused Chance put his hand over her mouth and continued to try and pull her up from the ground.   She continued to scream and resist. The accused Chance returned to his pickup truck and drove off. 

   The young female jogger called 911 from her cell phone and she hid in the woods until State Police arrived.  The victim was visibly shaken and scratched but she declined medical assistance.

   The accused was identified and located at his residence where he was taken into custody without incident.  The pickup truck was seized by State Police.

   The 15-year-old victim was able to positively identify the truck and the accused.

ARRESTED: Chance, Noel  age 36   d.o.b. 04/10/1971

                        Litchfield. Ct.

CHARGES:  Breach of Peace, Risk of Injury to a minor, Criminal attempt Kidnapping 2nd, Sexual Assault 4th, Unlawful restraint 2nd     

The accused is being held on $250,000 to appear in GA #18 Litchfield on Monday.
