TWENTY SEVEN PROMOTED DURING

CONNECTICUT STATE POLICE CEREMONY

            The Connecticut State Police promoted 27 troopers during a ceremony at the State Police Training Academy on Friday, October 27.

            Department of Public Safety Commissioner Leonard C. Boyle and Colonel Edward Lynch, Commanding Officer of the State Police, formally promoted one person to the rank of captain, four to the rank of lieutenant, four to the rank of master sergeant and 18 to the rank of sergeant during the ceremony.

The following persons were promoted:

Captain Carl Schultz, Jr. Captain Schultz was promoted from Lieutenant and will be the Executive Officer of the Internal Affairs Unit. Captain Schultz has been with the State Police for 24 years and previously served as Commanding Officer of the Central District Major Crime Squad, Troop K and the State Police Training Academy. He is an avid runner, having completed the Boston Marathon five times. He lives in Colchester with his wife and two daughters.

Lieutenant Steven Alvey Lt. Alvey was promoted from Master Sergeant and will remain as Commanding Officer of the Office of Domestic Terrorism.  Lt. Alvey has been with the State Police for 19 years. He has earned a Unit Citation Award and was named Officer of the Year by the Connecticut Exchange Club in 2003. Lt. Alvey previously served as Sergeant at Troops A and L and was Resident State Trooper in Oxford. He lives in Middlebury with his family.

Lieutenant Scott Anderson Lt. Anderson was promoted from Master Sergeant and has been assigned as Commanding Officer of Troop B in North Canaan.  During his 19 years as a Trooper, he has earned two awards for Meritorious Service and two Unit Citations. He most recently served at Troop G in Bridgeport. He resides in Waterbury with his family.

Lieutenant Martin Lane Lt. Lane was promoted from Master Sergeant and has been assigned as Commanding Officer of the Auto Theft Unit in the Bureau of Criminal Investigations. Lt. Lane has been with the Connecticut State Police for 20 years and most recently served as Executive Officer of Troop E in Montville. He has received two Meritorious Service Awards and one Unit Citation Award. He has received annual awards from MADD and was given the MADD Hilda Davis Award in 2000. Lt. Lane was named “Police Office of the Year” by the Connecticut Exchange Clubs in 2002.  He is the father of three children and lives in Salem.

Lieutenant J. Paul Vance Lt. Vance was promoted from Master Sergeant and has been assigned to continue as the Commanding Officer of the Public Information/Media Relations Office. Lt. Vance has been a Trooper with the State Police for 32 years and has been awarded two Meritorious Service Awards, one Lifesaving Award and two Unit Citation Awards. He previously served as a K-9 handler, an instructor at the State Police Training Academy, a Major Crime Detective and as the Resident State Trooper in Prospect. He lives in Waterbury with his family.

Master Sergeant Francis Conroy   Master Sgt. Conroy was promoted from Sergeant and has been assigned to Troop E in Montville.  Master Sgt. Conroy has been with the State Police for 20 years and has received four awards for Meritorious Service, one for Outstanding Service, a Unit Citation and an award from MADD. A father of two, he resides in Brooklyn.

Master Sergeant Theresa Freeman  Master Sgt. Freeman was promoted from Sergeant and is being assigned to Troop L in Litchfield. A Trooper for nearly 20 years, she has earned the Governor’s Service Award. She was previously assigned to the Accreditation Unit. She resides in Bolton.

Master Sergeant James P. Kenefick   Master Sgt. James P. Kenefick was promoted from Sergeant and is being assigned to Troop W at Bradley International Airport.  During his 16-year career with the State Police, Master Sgt. Kenefick has earned an award for Meritorious Service and two Unit Citations. He lives in Guilford with his wife and four children.

Master Sergeant Kevin Mingo Master Sgt. Mingo was promoted from Sergeant and will be assigned to Troop I in Bethany.  He has been with the State Police for more than 12 years and has earned an award for Lifesaving, two Meritorious Service awards, three Outstanding service awards and three Unit Citation awards. A father of four, he is an active athletic volunteer in his hometown of Milford.

Sergeant Corrine Sandberg Sgt. Sandberg was promoted from Trooper First Class at Troop H in Hartford and has started a new assignment in Troop F in Westbrook.  A Trooper for 16 years, she resides in Ellington.

Sergeant Forrest Ruddy  Sgt. Ruddy was promoted from Trooper First Class and will be assigned to Troop D in Danielson.  Sgt. Ruddy has been a Trooper for nearly nine years and has received an award for Outstanding Service. He previously served at Troop C in Tolland. He lives in Tolland with his wife and three children.

Sergeant Luis Rosa Sgt. Rosa was promoted from Detective and has been assigned to the Bureau of Criminal Investigations. Sgt. Rosa has been with the State Police for more than 17 years and has received four Outstanding service awards. He has received numerous other awards including Officer of the Year from the Exchange Club and a US Dept. of Justice Director’s Award. He most recently served as Intelligence Coordinator for the Connecticut Intelligence Center at the FBI Office in New Haven. Sgt. Rosa lives in Naugatuck.

Sergeant James Kodzis  Sgt. Kodzis was promoted from Trooper First Class and has been assigned to Troop E in Montville. A Trooper for 14 years, Sgt. Kodzis has earned awards for Meritorious Service, Lifesaving and Outstanding Service. He was also presented with the Wasson Memorial K-9 Award. Sgt. Kodzis lives in Ashford with his wife and son.

Sergeant Kevin Rafferty Sgt. Rafferty was promoted from Detective and has new duties at Troop L in Litchfield.  Sgt. Rafferty has been with the State Police for 12 years and has earned a Unit Citation. He was previously assigned to the Office of Domestic Terrorism. The father of two, he resides in New Milford.

Sergeant Richard Piaseczynski Sgt. Piaseczynski was promoted from Trooper First Class and has been assigned to Troop E in Montville.  Previously assigned to Troop C, Sgt. Piaseczynski has served more than 12 years with the State Police and earned an award for Outstanding Service and a Unit Citation. He resides in Tolland with his family.

Sergeant Peter Kennedy Sgt. Kennedy was promoted from Detective/Trooper First Class and has been assigned to Troop F in Westbrook. A Trooper for nearly 20 years, Sgt. Kennedy has received an Outstanding Service Award and a Lifesaving Award. He previously served as Resident Trooper in the towns of Somers, Ellington and East Granby and most recently served in the Special Licensing and Firearms Unit. He lives in East Hartford.

Sergeant Christopher Guari  Sgt. Guari was promoted from Trooper First Class and has been assigned to Troop E in Montville. As a Trooper for nearly 20 years, Sgt. Guari received an award for Outstanding Service and was named Fire Investigator of the Year in 2003 by the International Association of Arson Investigators. He most recently served in the Office of the State Fire Marshal. Sgt. Guari lives in Brooklyn with his wife and three children.

Sergeant Jeffrey Fienemann Sgt. Fienemann was promoted from Trooper First Class and has been assigned to Troop G in Bridgeport. He most recently served as Resident Trooper in Woodbury. During his 17 years with the State Police, Sgt. Fienemann has earned an award for Lifesaving. He lives in Hartland with his wife and three children.

Sergeant James McLain Sgt. McLain was promoted from Trooper First Class and will remain in the Aviation Unit. Sgt. McLain has been with the State Police for nearly 15 years and has earned three Unit Citation awards.  He was previously a K-9 handler at Troop K in Colchester.  He lives in West Haven with his wife and child.

Sergeant Jeffrey Covello Sgt. Covello was promoted from Detective and will be assigned to Troop G in Bridgeport.  During his 12-year career with the State Police, Sgt. Covello has earned awards for Lifesaving and for Outstanding Service, as well as a Unit Citation. He resides in Plymouth with his wife and three children.

Sergeant Michael Alogna  Sgt. Alogna was promoted from Trooper First Class and will remain at Troop G in Bridgeport. Sgt. Alogna has earned a Medal for Bravery, as well as awards for Meritorious Service, Outstanding Service and a Unit Citation. Most recently, he was assigned to Troop G in Bridgeport. A Trooper for 12 years, he lives in North Haven with his family.

Sergeant James T. Gilman Sgt. Gilman was promoted from Trooper First Class and has been assigned to Troop F in Westbrook. During his 12 years with the State Police, Sgt. Gilman has earned two awards for Lifesaving, one for Outstanding Service and one Unit Citation. He was previously a K-9 handler, Resident Trooper of North Stonington and was named Trooper of the Year in 2001 by the New London Elks Lodge. The father of two boys, he lives in Stonington.

Sergeant James Smith  Sgt. Smith was promoted from Detective and has been assigned to Troop E in Montville. A Trooper for 12 years, Sgt. Smith previously worked in the Computer Crimes and Electronic Evidence Unit. Sgt. Smith lives in Sprague with his wife.

Sergeant John Thompson Sgt. Thompson was promoted from Trooper First Class and has been assigned to Troop F in Westbrook. A member of the State Police for nearly 12 years, he has earned an award for Outstanding Service and a Unit Citation. Sgt. Thompson most recently served at Troop K. He is a veteran of Operation Iraqi Freedom and served in the Connecticut Police Academy as an instructor and as a field training officer. Sgt. Thompson lives in Hebron with his family.

Sergeant William Kittle Sgt. Kittle was promoted from Trooper First Class and has been assigned to Troop G in Bridgeport. He has been with the State Police for nine years and has earned a Lifesaving Award and a Unit Citation. Sgt. Kittle most recently served in the Selections Unit. He lives in Rocky Hill with his wife and two children.

Sergeant Shawn Corey   Sgt. Corey was promoted from Trooper First Class and has been assigned to Troop A in Southbury. A Trooper for nearly 10 years, Sgt. Corey lives in Manchester.

Sergeant Kevin Stratton Sgt. Stratton was promoted from Trooper First Class and has been assigned to Troop I in Bethany. Sgt. Stratton has been a Trooper for nearly ten years and previously served as Resident Trooper in Killingworth. He has received two awards for Outstanding Service and two Unit Citation awards. The father of three, he lives in Clinton.
