Transportation Climate Initiative
Regional Policy Design Process 2019
Upon completing a series of regional listening sessions in 2018, Connecticut joined with eight other states (Delaware, Maryland, Massachusetts, New Jersey, Pennsylvania, Rhode Island, Vermont, Virginia) and Washington, D.C. in a new effort to develop a regional policy for low-carbon transportation. As a part of the effort, the jurisdictions issued a statement committing to:

“…design a regional low-carbon transportation policy proposal that would cap and reduce carbon emissions from the combustion of transportation fuels through a cap-and-invest program or other pricing mechanism… [and]… to complete the policy development process within one year, after which each jurisdiction will decide whether to adopt and implement the policy.”

To accomplish this, Transportation Climate Initiative (TCI) jurisdictions are working together to develop a policy that accelerates the transition to a low-carbon transportation future and delivers a better, cleaner, and more resilient transportation system. Participating jurisdictions agree that any final proposal should benefit all our communities, particularly those underserved by current transportation options and disproportionately burdened by pollution, while making significant reductions in greenhouse gases and other harmful air pollution across the region. With ongoing facilitation support from the Georgetown Climate Center, TCI states are committed to a process that reflects rigorous technological analysis, expert consultation, and a robust stakeholder engagement process
