Codes and Standards Committee



The State Building Inspector, State Fire Marshal and the Codes and Standards Committee announce intent to adopt the 2020 State Building and Fire Safety Codes based on the 2018 editions of the International Code Council (ICC) documents.  Technical review of these codes will be conducted by the Committee’s Code Adoption Subcommittee (CAS) along with DAS staff.  This review will begin April 2019 and is planned to be completed August 2019.  Full details are available on the Code Adoption web page.

Code Change Proposals:

The public is encouraged to propose changes to the model code language.  Proposals will be accepted from February 1, 2019 through April 30, 2019.  Proposals must be submitted on the Code Change Proposal form and must be accompanied by sufficient supporting material to allow the committee to properly consider the merits of the proposal.  Proposers may request to make a presentation to the committee.

Codes and Standards Committee

Pursuant to the requirements of Connecticut General Statutes 29-252 Opens in a new window Opens in a new window Opens in a new window Opens in a new window Opens in a new window, the State Building Inspector and the Codes and Standards Committee (CAS) are responsible for adoption of a State Building Code based on a nationally recognized model building code.

Pursuant to various sections of Chapter 541 Opens in a new window Opens in a new window Opens in a new window Opens in a new window Opens in a new windowof the Connecticut General Statutes, the Codes and Standards Committee also meets monthly (except July) to hear and decide appeals of decisions of:

  • Local Building Officials 
  • Local Fire Marshals 
  • Local Building Board of Appeals 
  • State Building Inspector 
  • State Building Inspector together with Office of Protection and Advocacy 
  • State Fire Marshal

The Codes and Standards Committee has established a procedure for filing appeals concerning decisions made by building code officials and fire code officials. The Request for Appeal Form shall be used when submitting an appeal for relief from a decision.

The State Codes and Standards Committee meets on the second Wednesday of each month. A regular monthly meeting is not held in July. Meetings begin at 1:00 P.M.

Codes Amendment Subcommittee

The Codes and Standards Committee conducts the majority of its technical review work for future state building and fire safety codes in its Codes Amendment Subcommittee meetings.
